[route] Unique name and code matter

Same city may use by stations for creating route.
unique name and code cause lots of problem.

workaround: add suffix or prefix.

Administrator should create unique route code. Example, same route from Penang, Malaysia to Bangkok, Thailand via different checkpoints / borders. User can create two different route codes such as MYPENTHBKK01 and MYPENTHBKK02 for the seperate route.

We are talking about location name and code. For example, if I (from china station) create a location for city Guangzhou, user from Vietnam station cannot create a route with Guangzhou, as location does not belong to the station. However, they cannot create Guangzhou under their own sake, as location code and name is used (must be unique).
