[booking] Vietnam junior CS account can NOT confirm China booking today

suspect on permission configuration.

In standard
-----------------
- CS from other stations can confirm bookings from origin station.
- Only senior CS can final confirm (accept) bookings from customer without approval (confirm) from other stations.
- Junior CS can accept bookings from customer with all approval from other stations.

Customization
-----------------
- Thailand junior CS has the same right as senior CS.

now junior cs can only confirm on behalf of their own station. Until all accepted, then they can final confirm.
