[MRWB - Attention] : Cannot Select RWBs not Flag to Attention to Update MRWB

Steps to reproduce

1) On MRWB Listing Page, click Attention Summary filter to filter Attention records.

2) Click on the Edit button to edit the record

3) Remove the invalid booking

4) Try to check the other RWB records (not allow to select)

Fixed by allowing user to select new RWBs although the MRWB in Attention status. Allow to perform update MRWB as long as invalid booking is removed. Allow user to add new RWBs although the MRWB already updated by using SSU.
