[Booking] Error Same booking xxxx already exist.

1) Create booking
2) Submit (BF17CN000086)
3) Copy from BF17CN000086
4) Submit (BF17CN000087)
5) Copy from BF17CN000087)
6) Submit -> Error


Tried copy from other bookings, still same message.
Even Ctrl + F5 refresh and try, still the same.

This is actually a fix for bug CBTS-Dev #173.
Within 10 minutes, if the same booking is submitted twice, this error will be prompted.

Same booking means if all the following are identical:
- customer
- shipper
- consignee
- route
