How do system inform operation users on changes of booking apart from system notification ?

The scenario that need to handle

1) What if user not opening CBTS ?

2) What is the changes is outside office hr ?

questions on SOP rather than system. Similar to, what if user not update the changes in CBTS. I suggest we handle these changes semi-manually first, and enhance it in future. Remember, nothing is perfect and big at start! So does Google and Amazon.
