1) CS role : responsible to ensure / confirm there are resources to handle the shipment for pickup to destination
2) Operation role : responsible to plan resources and optimize the route (including whether to bypass hub) to meet the shipment requirements.

In short, by pass action should be handled under Dispatch instead of Booking
