[Customer Billing] Print tax invoice in dot matrix by using local template.

System should determine country from user account, and pick correct local template for tax invoice print in dot matrix.

Currently, I logged in as Malaysia, but using Vietnam template.


* Please ignore Thailand invoice and receipt in dot matrix format.
* China no request on tax invoice printing in CBTS.
