[CN/DN-]When creating CN/DN when others is selected as reason ,others reason should be mandatory

fixes:
1. add in validation for the custom (Others) reason
test:
1. create new cn/dn, reason choose Others, leave the box below blank
2. then proceed to save after entering service charges.
3. toastr message prompt out stating custom reason is needed
XinYi.Quek change status to Fixed/Done
