[Booking] - Cannot create internal service charge for booking when transhipment takes place

Steps to reproduce

  1. Login as KART-MY cs.senior, create and confirm a booking from MY to CN.
  2. Login as KART-TH cs.senior, the booking is not available in the booking listing page to manage service charge.

Temporary solution

  1. Show bookings from all countries for all users.
  2. Limit the permission for "transhipment" country users to only view the booking detail pop-up and manage service charge.

Found out root cause to be incorrect route setup. No action required.
