[Costing]-Unable to add '.png' files in costing module

Getting error when upload file .png file.This needs ti be fixed in bth costing modules

Fixes:
checking files format handle for the capital letter extensions
test:
1. rename a file with acceptable extension (eg: .PNG, .DOCX) and upload. upload success
XinYi.Quek change status to Fixed/Done
